I want a new account on freepgs I have already 4 accounts on it.

Why it is off ?

They discontinued making new accounts several months ago I'm pretty sure...

Maybe I got in on a lucky day then, because I just signed up last week. Thank god, this is the best deal on hosting there is.

No they re-enabled new account activation ages ago.

No... go click the Sign Up link. New sign ups are disabled right now. As I said I must have signed up on the right day. ;D
